Background----
A lazy, but competent engineer, Ensign Blaine Smith 
was assigned to the Constellation as the DDO, and 
due to his seniority, the lack of personnel in engineering, 
and the lack of a CEO, was made temporary aCEO until a 
new onecould be appointed.  Ensign Smith is generally 
described as an arrogant jerk.  His greatest desire is to 
be in a command decision, where he would give the orders, 
and everybody would have to follow them.  The CEO of
